Where are these plates from and spare tyre option

Saw these cars in the local shopping centre a few weeks ago, does anyone know what country these plates are from ???

Also I wonder why the tyres are on the roof, cars must have been loaded pretty heavily (didn't have time for a quick look).

I think they are Cameroon plates (neighboring country in the West, they either drove through the Niger Delta or around it, which would have taken them close to the troubled North, impressive if my assumptions are correct) MY 2010 5.0 SC Galway green and sand interior!!
Have the Faultmate MSV2 Extreme to be tinkering with the settings etc. !!

Quality solution for the spare spare wheel. Dunno about the plates though, but I like your cooker. Graham

Having trawled through http://www.worldlicenseplates.com/world/AF.html I am guessing these are probably some type of diplomatic plate in Africa ? .

Google seems to point at red plates being diplomatic, but doesn't really state any country
