TD6 runs OK but stops on tickover

My 2002 TD6 runs OK but cuts out when ticking over for no apparent reason. The fuel pressure appears to be OK. It will immediately restart and run normally. This has happened at road works of which we have 5 on a 50km road when we go shopping and I am worried about not restarting and being stuck. All the usual have been checked. HP pump relief valve seals replaced. Injectors serviced and replaced as necessary. Any advice or suggestions will be appreciated.

The fuel filter was replaced aprox 3k.KMS ago. When left ticking over the engine will surge and the slow down and recover a few times the stop as if turned off. It will only restart with the accelerator pedal pushed down almost to the floor it will run normaly for a few minutes then start surging etc all over again. Provided the revs are kept up the engine runs ok. After stopping no faults are shown on a Hawkeye or Faultmate
