2003 Range Rover Autobiography 4.4 V8 Epsom Green

How to remove this panel?

I will be fitting front mud flaps, I think the previous owner had some fitted with side steps but were removed so I have the holes already there and I think the back plates behind - will need to find out. I have new plates in the mud guard kit so will swap out anyway.

Question is, before I charge in with my dinner plate hands, how do you remove this small panel? Just lift/pull?
