Tailgate corner looks a little rusty underneath - treatment?

The right-hand side lower corner of my lift up tailgate is a little rusty (or appears to be underneath) as I can see it bubbling slightly. Probably talking an area 1cm x 3cm so not massive but I would like to know what the best way to tackle this is?

I have the Epsom green touch-up stick and lacquer but I am reluctant to remove the paint, kurust and touch up unless there is a better way?

I obviously don't want to have the whole tailgate re-sprayed.
