What a complete idiot, a Clio to pull a van! Those 'dollies' are only legal to move a car to safety, not to bring your jalopy home.
You just feel for innocent motorists coming other way. - or are sitting at traffic lights, when a Renault traffic comes over the top of the Clio that just rammed you.

Over-shooting the dolly in the 1st place
No ratchet straps holding the wheels in place on the dolly, just some hand tied things.
Idiots with heads right where that axle stand would have fired out if the wheel had turned.

It just beggars belief. Although with that accent, perhaps not. (Not the Scots guy filming BTW - figure it out. Inbreeding might be rife in certain parts.)
