It's where the key for the security wheel nuts is meant to be stored. It slots into the holes in foam. John

I think they're just packing material and to hold the locking wheel nut inside the chocks

Really!, I thought my locking wheel nut was in its correct home in the floor cubby on Left hand side ?

You can put it where you like Very Happy but the foam bit was the original place. John
