Wiper Arm Location question (mine does not always stay down)

Hi Folks

Second question for me today - see attached picture. When I turn on the wiper - sometimes it returns to its resting position (down) and sometimes it jumps back up about 1-2 inches and stays there......

Is this a loose spidle or something electric? Does anyone have this problem? Feedback welcome on how to solve this!
