Driver side armrest-doesn't go up very high?!

Hi, sorry to bother but the drivers armrest on my 2012 Westie doesn't go as high on the adjuster as the passenger side, if you want to lift it up to get it out the way it's not a problem and the adjuster works it's just that it doesn't adjust up very high, bit baffled tbh.

Are both arm rests supposed to be adjustable to the same height?
