doors and battery

Hi Lads, can the front passenger door lock be switched with the back one to see if its faulty. I replaced the drivers door cable and battery went flat charged it up sync the key and front passenger door wont lock or unlock with key or fob or switch on dash. I took both door cards checked all connections everything good checked fuses also battery charges at 13.5 v with engine ticking over then settles at 11.5v when off, any ideas cheers

If battery is only showing 11.5 volts with engine off I think the first thing for you to do is fit a new battery sir !
