Salvage UK on YouTube list a chap who can do it from the Vin number. They recently did a Rangerover without a key, they had to change a module in the boot.

No, when they fail the oil drains out. They act as a shock absorber, and break apart internally. Oil underneath is a good clue. Without the oil, the engine will flop about and knock.
