i would say its for a electric garage door, most deffo aftermarket and does not appear on any other RR i have seen. Garage Door or Gate  V8 facelift Range Rover Autobiography 22" wheels.

Finally got time to trace the wire and it runs to the rear n/s inner wheel arch. It was for a drop down tv/dvd screen.

Rear n/s inner wheel arch ... That's a strange place to mount a tv screen ...  African Bush Junkie ... in London!
