AFAIK, The fuel filter prevents small particles of dirt and debris that may get into the fuel tank, especially on fill ups, from passing into the carburetor or the fuel injection system.

It's the vent pipe from the gearbox, I presume the filter is to stop dirt getting into the open end of the pipe.
