engine cooling fan

Hi is it normal for the fan to run fast with a cold engine. Stop after a few minutes and keep coming up to speed and dropping out again? It takes about 1/2 hour of driving to get it to warm up. 2006 rr sc with lpg

Mine always starts at 100% engagement until the revs build as I pull away then it dies down after few seconds - stays pretty quiet then for the rest of the journey
