Probably something that would have been covered when the car was still under warranty, might even have had it's own technical bulletin. But not an actual recall, like say the brake hose issue.
Recall = where the manufacturer has been ordered to fix something at their expense on safety grounds (sometimes they'll do it themselves pre-emptively.
TSB = Where the manufacturer identifies an non-safety critical issue, normally because lots of people have made warranty claims for it, so they issue a Technical Service Bulletin to their dealers, advising them on how to rectify the issue. If the car is out of warranty it's normally a chargeable repair. Sometimes the manufacturer might even offer an updated part to stop the fault re-occurring.
