4.4 TDV8 Sticking 2nd turbo Power Clean question

I have a 2011 4.4 TDV8 and it keeps going into restricted performance when I accelerate hard and 2 turbo cuts in and then I ease off accelerator. The fault code says Turbo Actuator stuck open. I am looking at getting it to a garage that can do a Power Clean on it to hopefully cure problem.
I am wanting to know will the Power Clean which is connected to fuel line get into 2nd Turbo on tickover or will it have to be Reved above 2500 rpm to open the 2nd turbo up or does the exhaust gases Pas through the 2nd turbo all the time.

Any advice would very much appreciated.

I understand you need to drive it to open 2nd turbo up, revving when stationary won’t do it.

More knowledgeable folk might have more useful info.....

I suspect that the change-over valve is sticking. A redesigned valve was introduced early 2012 to overcome sticking due to external grit etc. The valve can be seen looking down behind the radiator slightly towards the left side of the car. Pictures in other threads show the different external linkages which changed from an enclosed joint for the arm attached to the butterfly bracket to an open-topped joint of much larger diameter.

As Graham said likely to be changeover valve, the turbo spins the whole time, the air is just constantly recycled back through that turbo until the changeover valve opens at higher rpm.

Is the 2nd turbo not fixed? Cheers

The original has got the nut on top and the later modified valve has no nut.

A good squirt of WD40 should free it.

Thanks everyone for your responses, I really appreciate it, I will check out the changeover valve, I wasn't sure how the system works, I just presumed it had two variable vane turbochargers one small and one larger one.
