What is this??

I found this part lying next to the spare wheel in the rear of my car. Anyone out there know what / where / how this works? Cheers in advance.

looks like some kind of drain or vent.
did you see any holes in the boot area?
also is you boot area very dusty or is the dust a sign the part was fitted externally or underneath previously?
any part number markings on it?
