Wow !
That's a part that should be in place to hold the handbrake shoes against their backplates (inside the drum part of the brake disc). It's highly unlikely its a "spare" part as they are unlikely to be replaced by equivalent new items & if they did, the old parts should not have been anywhere other than on the floor / work bench !
Without it, the handbrake shoes can move in ways they are not designed to do - maybe causing significant wear as well as the noises.
The garage have obviously not put the brakes back together correctly.
If you trust them still, take it back to them and ask for the brakes to be re-assembled correctly. Paul,

If you decide to go back, insist on watching when they work on it. If it is missing, take a pic and threaten Trading Standards. Might get you a partial refund.

Pawl is correct here is a pic of the part its number is:- SMK000020

Given the age of your RR you may find that the reason the shoe retaining spring has come out is due to corrosion on the back plate. If that is the case then the back plate will need to be replaced or the retaining spring will keep falling out, however the back plate is not easy to replace. 56 TDV8 Vogue SE

Andy J - although I understand your comment based on the state of many RR front brake dirt shields, the backplates should be nowhere near that badly corroded that the spring retaining pins pull out on a 2007 car - unless it's been in incredibly harsh environment.
Our 2006 car had plenty of the paint left in there & I wouldn't have expected a strength problem for many years yet. Paul,

In the unlikely event that the registration hole for the spring assembly has corroded how about using one of these against the back plate :-
