On mine there's a large washer and a cross-head screw - presumably a self tapper that goes into a hole drilled into the sidestep.

The tabs fold back behind the wing and are secured by the screws.

So they just fold back and act as a spacer between the mudflap and body? |

Yes, on mine they are folded back as a spacer, assume this is correct but who knows? |
