looks like the roof rails kit from LR are different if you have a panoramic roof or not
well more specifically the finisher are different not the rails
does anyone know why and what the difference is

Because the glass panel / roof is different to accommodate the opening mechanism. I fitted a set to mine - probably took 1hr all in if you are switched on with working on cars. They are not supplied with fitting instructions - these are available on line - the rails come with a QR code that you scan to get the instructions onto your phone or pad. I bought mine from Powerful UK and they didn't state anything about panoramic or non panoramic, I didn't even know there is a difference, I installed them regardless and then seem fine

checked with J Crdck and it seems only the finishers are different

Correct - it is just the finishers / trim which are different - the rails are the same 2021 L405 Vogue SE 4.4 V8 DIESEL ~ #17
