Climate Control doing the opposite?

I've got a weird one with the climate control, or perhaps I don't understand Land Rover character...

When it is warm outside it seems to take a long time for the Climate Control to increase the fan speed and cooling. Yet when it is colder outside and it seems to be fairly quick to increase the fan speed and cool the car interior down. It feels like it is doing the opposite of what I expect it to do.

If I do a manual override or hit the max button it will make it icy cold fairly quickly, so I don't think there is a problem with the cooling capabilities. Just find it annoying that it requires intervention and some persuasion.

My standard temperature in all cars I've had is normally about 20 Degrees. Just can't figure out to let this thing to work in fully automatic mode.

PS. Once it has done its job it seems to maintain it. It is just the initial refresh in the car.
