What size screws/bolts for standard mudflaps

Guys,
The mudflaps on my RR are the standard ones but the screws/bolts are totally jammed and rusted.
Looks like I have to grind them out.

Can you please suggest which size are these? So I can order replacements and if there are any better alternatives.
