L405 Fixed Side Steps

Quick question regarding the fixed Land Rover side steps - are the attachment holes pre-drilled, and, if so, do they have grommets/covers?

the holes are there and can be full of muck...when my son fitted mine he had to hack away some plastic underbody trim to make room for the step bracket.. ... - .- -.
