You're not getting a supply -to- the relay yep? In that case I'd leave the relay alone for the time being.
Did you check resistance across the fuse or continuity? I would check resistance and if that is fine (i.e. very low resistance) check the wire from the fuse box, as close to the box as possible. If that shows power then you appear to have a wiring issue. Does the wiring diagram show any plugs or splices between the fuse box and relay? The reference number should tie up with the electrical library (see the wiki) and show the location. The library is 2002 I believe but I cant imagine the wiper wiring changed much. I'd check at any splices or breaks (working from the fuse-box towards the relay) for power. Hopefully the fail is at a splice or plug and can be repaired but at worst you should be able to trace the length of wiring that has failed.
BTW, When you checked the supply to the relay did you use the relays own earth terminal? If so maybe use a separate earth point, on the off-chance the earth has broken and the supply is ok.
