Feels like HDC activating automatically?

I was going down a relatively steep hill at low speed (c.5mph) this morning and it felt like the front brakes were locking up in a fairly rhythmic way- but there was no HDC warning light and HDC had not been activated...any ideas? ABS/speed sensor failing? There are no error messages on the dash

if you were braking at the time of decent then its probably the abs kicking in.. ... - .- -.
