Removing fog lamp assembly on 2012 with design pack bumper.

I'm replacing a foglamp with broken glass on my 2012 with the design pack bumper. I've looked in the manual and it just says to pull on the fog lamp cover to access the mounting bolts, but the cover is simply not budging. It's odd because I've been able to dislodge some of the alignment tabs by pushing (not pulling) but one whole side is still hanging on. I'm starting to think perhaps there is a bolt I'm not seeing.

Can anyone provide input? Perhaps with this bumper you can only replace the assembly by accessing through the wheel well?

Circling back to provide closure. The fog lamps are bolted directly to the back of the Design Pack Bumper (see vid below). So, to remove them you will have to either remove the bumper, or perhaps you can get away with removing the wheel well and get to the lamp unit that way. If you just need to replace a bulb, going through the wheel well will probably work.
