Viscous fan roaring

Afternoon all viscous fan is roaring when in traffic and when I switch aircon off it stops engine temp is 95 solid with or without aircon on anyone any ideas ?

If your car has an electric fan in front of the AC condenser (between the condenser and front grill) and it does not run at all when the AC is on then the viscous fan is doing what I would expect it to do as the air flow is too low so it gets hot enough to start locking the fan clutch Current: 2003 TD6 HSE. 161,000 miles

Yes exactly what I thought so took grill off and cant see a second fan anywhere and even looking at rave cant see anything but then that doesnt mean there shouldn't be one
