The TV tuner should work with the handbrake off, it only stops the screen showing if you move the gearlever out of Park.

My TV module works when the engine is running, when in Park with the Handbrake released. My TV tuner is the AH42-19C043-AH model, it came from ebay off a 2010 RRS.

Checked mine last night at home. I can get a picture with no key but as soon as I turn the key to Pos II the picture goes unless the handbrake is on and the car is in Park but I still get sound on the channel I was watching. There is a difference between knowing your sh!t and knowing you're sh!t

^ yep mine the same, but I think because the light does not come on when I apply the handbrake that's why it doesn't work with the engine running. At least I know the hybrid tuner is working as it should. Now something else to fix! You never own a range rover, you just work on one!

I can watch TV (on the dash) in the following scenarios:-

Engine off, press the stereo on button and everything functions as usual (not sure how long the battery would hold out though!)

Engine on in Park (it doesn't care about the handbrake status)

Engine on in Neutral + Handbrake on (red handbrake light on the dash on)

As soon as you put it into R or D I get the "For your safety....." message. I can still listen though... 2006 4.2 SC
