Common problem. it can be caused by:

1. the central vents not opening fully/properly. Have you pushed the 'face only' vent button (sits alongside the windscreen and feet buttons). If this takes a while to happen or not at all, then could be the vent sticking due to ingress of dirt or "fluff". Needs to be lubricated or cleaned by getting in behind the vent.

2. If not No1, then could be thermostat not opening to allow coolant thru. this is more serious and requires under the bonnet attention.

Agreed that this can sometimes be cured by moving to the air to face setting and back. I had this problem on my 2004 car and replacement of the final stage resistor was part of the longer term solution - they seem to deteriorate with age. Only Range Rovers since 1988
