High beam headlights - is this normal...?

Trying to work out if this is a problem or just how the system works:

When dis-engaging the high beams it looks as though the halogen bulbs immediately turn off but it takes a few seconds before the xenons adjust downward. So you temporarily have more light than normal dipped beam, but not as much as high beam.

Is this normal or something I should e getting looked at?

from high beam xenon to dip should be fairly instant , maybe something wrong with the shutters?

no mate....thats not right, if you turn on or off high beam you should have instant light switching....something is a miss there.

I notice that when the dipped lights first come on they are brighter for a moment and then settle back to the normal level. I assumed that was a feature of Xenon lights and have not worried about it. Only Range Rovers since 1988

Was indeed the shutters. New headlight unit being fitted by the selling dealer to fix it.
