It apparently started life as 89AR and didn't get the 11 reg for the 1st time until June 14 so I would say it's an error by DVLA |

My FF has the same. Was first registered July 05, so should be on an 05 plate, but has a 54 plate. Going to put a personal reg on it anyway, but seems odd. 54 plate is not personal. It was allocated to it when previous owner took their private plate off. RR History

A brand new vehicle can be registered directly with a cherished plate. At the point you take the plate off (either move it to another vehicle or put it onto retention) the DVLA will allocate the original registration back to the vehicle. But as the vehicle does not have an original plate a new registration number is allocated by DVLA. So it looks like there has indeed been an admin error and they've allocated a plate older than the vehicle really is. The March / September rules were never that easy to understand, I suspect that DVLA make human errors too.
