Completely agree - we always replace bolts that have a 'torque + angle' tightening, some have a reduced section to 'encourage' the plasticity to happen, but not always. I've seen the dent in bonnets where fuel injector bolts have been reused, presumably all the way to 'F-tight' rather than a measured torque. In a similar vein, I've seen the sump threads pulled out of a TDV8 at 13Nm due to historical over-tightening of a reused sump plug.
