If you can afford one (they're still quite dear as quite new) the Toyota Aygo are about the cheapest car to insure.

Id say something newer with good reliability is worth the money and diesel as well, helps avoids as many dead stalls and on empty car parks he can practice clutch control without the accelerator easier. Yes it's possible on a petrol but small engine ones are gutless at the bottom end. Also a diesel will be slower so help make him safer and put him thru pass plus as well and stick some money aside for a skid pan day as any small car will easily slide in the rain on a wet roundabout due to skinny tyres and a young driver
