I have, when i made my rear lights (below) and NO i don't think it is possible without breaking the outer...

You could just take the lights off the car, remove the bulbs and fill the lights with a strong solution of Sodium Hyperchorite (Domestos) and water and leave standing over night.

Not sure the chrome would take that NDFI as if you get a finger print on it it tarnishes... |
