Key programming problem

Sorry if I've missed the answer to this somewhere on the forum.
I have a new key for my 2005 SC which I ordered from Duckworths.
I have followed the programming procedure that involves holding down the remote buttons.
Both keys now operate the doors but the new one will not turn in the ignition. This sounds as though there is an issue with the transponder as it does not unlock the steering column like the original does.
Am I doing something wrong?
The new key looks physically the same as the original.

you need to use t4 to enable the key

yes the key you have is not necessarily on active key list
so using diagnostic machine (t4 or any other testbook)
you need to mark it active
