Wheels could have easily been changed at a later date.
I think body coloured door handles actually means 'painted door handles', ie painted in Brunel grey or titanium rather than self coloured 'black' plastic.
I'm guessing body coloured bumper inserts are things like the rings around the fog lights and parking sensors.
That will be the spec that it left the factory, ie, when they loaded it onto the transporter to go to the dealer.
Model years, has little to do with the year the car was built. It's basically an internal date the factory uses denote face lifts , design changes and updates.
So for example for the L322 (and i'm not a Range Rover Expert), there is the 2002MY, which was the original. In 2004ish they introduced the 2005MY, which had the touch screen rather than the BMW nav, 2006MY had the facelifted bumper, 2009MY had the new HD Nav, 2010 had the new headlights and bumper. It's comparable to software versions. Like Windows 98, Windows 2000 it's just when that spec was first released rather than when it was actually sold.
