Yes, but it does also say:

I've always taken the view that anything that distracts you from driving should be discouraged. Even insurance companies hike your premiums if you have kids under 16, presumably on the basis that they are a distraction....mine wouldn't give me a discount even when I said I'd be happy to tie them to the seat and gag them.....

Here in the Frozen North they're cracking down on distracted driving. However, you ARE still allowed to use your mobile to call the emergency services while driving if something happens that requires their help.
