The photo appears to be an Audatex assessment, with a labour rate of approximately £50 per hour. There should be more than just that page giving a breakdown of all the work carried out.
If that is the cost just to paint the roof, then it is excessive, including the £700 paint materials & anti corrosion materials?.

This would appear to be some form of repair rather than just repainting the roof panel & would appear to be confirmed by the micro blistering / paint crazing.

I feel that under this area you will find some form of body filler. The paper work should have the repairers details as a header & perhaps if repaired they may have pre-repair images.
