Bolt tightening lower / upper arms

I’ve replaced my lower / upper arms and stabiliser drop arms today using the workshop manual that’s available on this fantastic site!!
I’m a little confused on the caution note below -
CAUTION: Only tighten the nuts and bolts when the suspension is in the normal drive position.
Does this mean on the floor no support wheels back on? 🤔

👍so just finger tight till it’s back together and on the Floor?
Not sure the torque wrench will fit 🤔
