Headlight high Beam vibration

is it light mobule or ballast ?

It is the LOW BEAM which is jiggling, self levelling playing up. David

yes, low beam shutters, do headlight leveling ecu moving these shutters? because both lights doing the same thing, this must be some electrical problem
