With help from Patrick Meilleur at GAP, I got the suspension to work. It turns out that a fuse was missing -- fuse 7. This provides the ignition signal to the suspension ECU. The confusing part is that the owner's manual in the car has fuse 7 as blank -- the previous owner must have put the fuses back according to the manual when he was working on the SAS replacement.
My questions now are 1) Why is the owner's manual incorrect? Is it a replacement one that's the wrong year, or was there an error in the original? And what are the correct fuses? 2) How many other fuses did he mess with -- I have to assume all of them -- there are still a bunch of other errors on the car including TPMS, DSC and some transmission warning.
So does anyone have the correct fuse diagram for an NAS 2006 supercharged? -- I'll ask in a new thread in case someone else ever searches for this.
