Birmingham clean air zone, it makes no sense at all

Three of us drove our cars into Birmingham a few weeks back and the other two have today been hit with £120 fines for entering the clean air zone one is in Vauxhall 1.9tdi the other a Ford C max 2. Tdci both 2014 models both almost half the co2 than my 4.4 TDV8 but I’m exempt there not very happy about this at all, how is this possible 2012 Range Rover Westminster 4.4 TDV8

It’s possible, because just like the London ULEZ, it’s nothing to do with CO2 emissions. Your RR isn’t exempt, either, because diesels need to meet Euro 6 standards and no diesel L322 does.

It's very confusing because there are 4 classes of clean air zone and cities can choose which one they apply.

They are mainly targeted at commercial vehicles and only the Class D CAZ applies to cars. 2017 4.4 SDV8 Autobiography
