Hi That's what thought. Although the guy I spoke to from online turbo refurb place sounded like he knew what he was talking about (and he did say a lot of things that I knew to be correct) the fact that he said both turbos were VVT made me think twice. He was very keen to tell me fitting the shut off valve would not solve my issue and only a complete refurb of my existing turbo would. this is in contradiction of my local independent LR specialist who had my car for a week, did extensive testing a diagnostics (including testing the variable veins on the primary turbo) had told me I don't need a complete new turbo but only the shut off valve. Also the online guy went into great detail on how the VVT turbo worked both electrically and mechanically but when I said it was secondary turbo I was having problem with he still wanted me to remove entire turbo for him to refurb.
