Steering wheel goes all the way down on start?

Afternoon all,

I have a problem - when I start the car the steering column goes all the way to the bottom I can move it back and save the setting in the seat memory but when you turn it off then back on it goes to the bottom every time?

1) any ideas how to fix this properly and or the cause?
2) if a proper fix is costly and time some any idea where the plug is for the tilt and extend motor so I can just disconnect at the right height?

Cheers Current stable:
