2007 Range Rover Vogue TDV8 Zermatt Silver

Check break light message

On my 2007 TDV8 I keep getting the check break light message. When I check the rear lights they seem to be pulsating. Almost flashing but not going completely off just dimming and brightening very quickly. Has anyone had this before?
