MOT emissions?

I have looked at previous mot's of a vehicle that I am considering purchasing, and for three of those there are advisories stating "would not pick up emissions", or " can not pick up emissions".

Is anyone able to shed any light on what that may mean?

All ideas will be much appreciated.

It passed MOT, but tester covered himself by stating emissions were too low to register on his device.
