Those costs sound about right, the high pressure fuel pump belt is a pig to do on the TD/SDV6. Some say body off is best for the rear (HP fuel pump) belt, which obviously has huge labour cost implications.
You could always ask for a price without the fuel pump belt being done, if it breaks there'll be no engine damage, just a breakdown. So nothing as catastrophic as a cam belt going.
In these lean times, it wouldn't be too unreasonable to ask. I know of many people who just do the cam belt.
If thinking of selling the vehicle, then both belts being replaced would be a bonus, and you could re-coup some of the costs. Always worth thinking about!
