Yes absolutely. No need to allow the wheels to turn. It's simply to allow the torque converter to fill with oil so you dont under fill the transmission  |

| Mounting wise according to LR the bumpers mount identically and nothing has changed in the architecture from 2013 to 2019 in regards to the bumpers etc. |
