they are connected straight onto the fog feed wires, no flickering as i have turned off hot and cold monitoring with the iidtool....very bright as well..

Well they are bright when I use them with the relais, only then there is the flickering and ticking sound.

Disconnect the wire on terminal 30 of the relay and leave the relay connected to the original foglight connections. Does the relay still chatter when the foglights switch is on ?

No I think the problem is the hot and cold monitoring is operating continuously as the resistance of the coil in the relay is too low for the monitoring system to measure.

To resolve the flickering problem I think you need to fit resistors across the wires connected to terminals 85 and 86 of your relays. The type of resistor is shown below.
