When I did mine last year I already had the battery disconnected and the E brake was already OFF. (we were replacing the entire rear suspension bits) so I thought why not chuck in new disks, pads, shoes and as it happens all brake lines.
Then I did pretty much what you did for a standard brake shoe procedure, ie tighten until lock up and back off until wheel turns with just a hint of noise.
(just a thought, closely check that you have positioned the EPB springs correctly, it is reasonably possible to have them backasswards).
It was then a couple of weeks until the RR was back on the road before I could follow the EPB procedure. My EPB will bring the RR to a stop all by itself, or it will hold station no problem.
I'd do your manual adjustments again, but also reread the procedure before you go on the attack.
