I suspect they're referring to the fan cowling, which is a pain to remove and put back but isn't needed for the A/C job and wouldn't make it any easier regardless. The challenging part is down the left side of the engine bay removing the rear bolt and the two A/C pipes, not the front - there's actually good access at the front to get the belt and 2 front bolts off.

Sounds more like they couldn't recollect the exact layout of the 4.4 TDV8 when asked. A bit like those garages which refer to themselves as independent Land Rover specialists but don't seem to know L320=body off, L322=monocoque.
